US senate studies financial aid for Arab world

The Senate is examining an aid package to Arab countries to solidify democratic gains and improve relations with citizens in a part of the world accustomed to U.S. support for questionable regimes.

Senator John Kerry says Democratic and Republican senators are working on the details. The Democrat foreign policy expert tells a Senate hearing attended by Secretary of State Hillary Rodham Clinton that "significant financial commitment by the U.S." is crucial to help promote transformation in the region.

Kerry says the package is not about sending troops and tanks. He says what is needed are economists and election experts "to help a region remake itself." The hearing is taking place as the United States weighs military options to force Moammar Gaddafi to halt the violence in Libya.
