"We haven't had access to a proper school since the village was founded in 1968," one local teacher complained. "Children used to walk long distances in order to attend school in the neighboring villages."

"But a number of children were killed trying to cross the highway," he explained. "So in 1994 we asked the Educational Buildings Authority (EBA) to build a school on 4200 square meters of land that had been donated by the people."

"But nothing ever happened," the teacher added. "So we've been using animal pens instead until a proper school building is constructed."

"Every time I talk to EBA officials, they tell me they have no budget," said frustrated school headmaster Muhammad Ali. "They tell me that they're suffering from a LE150-million deficit."

In the meantime, students continue to receive classroom instruction in often inhuman conditions. "The rain falls on our heads in winter and there are rats and insects everywhere," said one girl in the ninth grade.

Village residents hold their parliamentary representatives responsible for failing to resolve the problem until now.

According to EBA Acting Director Ahmed el-Shazli, the design for the proposed school has finally been completed.
